“PUBLIC-CSO COLLABORATION WORKSHOP UNDER GRANT SCHEME” IN SAKARYA AKYAZI ON 22-24 JUNE 2005...

The workshop was organized in Sakarya Akyazı between the dates of June 22-24, 2005 in order to establish cooperation between the civil society organizations awarded from the Grant Scheme first Call for Proposal and the provincial health directorates which will carry out their projects, and to ensure the implementation of the projects in a more efficient and effective way within the scope of Public-Civil Society Organization (CSO) cooperation and in this way to ensure the increase of demand for reproductive health services.

The workshop was conducted with the participation of Sakarya Governor Mr. Nuri Okutan, General Director of MCHFP Mr. M. Rifat Köse, Deputy Head of Finance Department Ms. Micheline Koçak and Health Sector Manager Ms. Figen Tunçkanat from the Delegation of the European Commission to Turkey, Sakarya Provincial Health Director Mr. Sedat Aydın and with 61 participants consisting of the Provincial Health Deputy Directors of the 37 provinces where CSO projects are implemented, MCHFP Section Directors, the representative of the Ministry of Finance, Ministry of Interior Director of Associations of Sakarya Province, and the representatives of 41 Civil Society Organizations representing 26 projects out of 27 grant awardees as a result of the First Call for Proposal.

The following results were reached after the Workshop;

• Decisiveness towards the inter-sectoral cooperation was put forward to ensure that the women and children can benefit more from the health services.
• It was expressed that Provincial Health Directorates and Civil Society Organizations should have more information about the activities financed within the scope of the grant scheme.
• Communication was initiated between the Provincial Health Directorates and Civil Society Organizations and also among the CSOs themselves; and existing relations were strengthened.
• Tool used for project monitoring and evaluation was introduced.
• The “Institutional Capacity Development Tool” which had been developed for the self-assessment of institutional capacity related to civil society organizations was the self-assessment method were introduced.
• Detailed information was provided on budget utilization while carrying out project activities within the framework of EU rules.
• Legal arrangement and the process related to the amended VAT exemption were introduced.
• Information was provided on the amended Associations Law.


The requests made to the CSOs participated to the Workshop are as follows:
• They will fill in the forms required for the new VAT exemption procedure and send them to the Delegation of the European Commission to Turkey.
• They will send the Project summaries which were prepared in Turkish to the Provincial Health Directorates and General Directorate of MCHFP.
• They will include the necessary explanations in their interim finance reports in case of any change in budgetary costs.
• They will send to the General Directorate of MCHFP all the training and visibility materials for their review before printing.
• The “Institutional Capacity Development Tool” Evaluation Form which was developed for the self-assessment of institutional capacity related to civil society organizations should be sent to the General Directorate of MCHFP until August 5, 2005.


Furthermore, in the evaluation forms that the participants filled in at the end of the Workshop and for the increase of inter-sectoral and in-sector collaboration, they suggested that;
• Certain visits/meetings should be conducted with a view to enhance the continuous and increased communication between the Provincial Health Directorates and Civil Society Organizations,
• The media should be used to promote the understanding related to CSO activities, for instance, preparation of a TV program on RH together with the inputs of the CSOs working on the field.
